Sveti Stefan Kilisesi'nin kentsel koruma ilkeleri bağlamında incelenmesi

Özet
ÖZET: Tarihi Yarımada İstanbul kent tarihi açısından oldukça önemli bir yere sahiptir. Bu alan birçok devlete başkentlik etmiş, birçok kültürü bünyesinde barındırmış, zengin bir mirasa sahiptir. Balat Mahallesi ise bulunduğu konum dolayısıyla Haliç kıyısında bir liman mahallesidir. Mahalle birçok kültüre ev sahipliği yapmıştır ki bunun bir getirisi olarak bölgede hatırı sayılır anıt yapı ve sivil mimari örnekleri bulunmaktadır. Bu yapılar, içinde bulundukları bağlamla iç içe bir anlam ifade etmektedirler. Ancak tarih boyunca yaşanan kentsel, politik ve sosyoekonomik gelişmeler nedeniyle bölgede köklü mekânsal ve fiziksel dönüşümler yaşanmıştır. Yapılan müdahalelerin bir bölümü bölgeyi “koruma” adına yapılmış olsa da, yalnızca anıt yapıları ihya etmek ölçeğinde kalmıştır. Bu tezin amacı, günümüzde Balat Mahallesi’nde bulunan Sveti Stefan Kilisesi’nin kentsel ve mekânsal ölçekte geçirdiği dönüşümleri kayıt altına almak ve güncel kentsel koruma-yenileme uygulamaları hakkında çıkarımlar elde etmektir. Araştırma kapsamında konuyla ilgili literatür taranmış; yerel halk, kilise cemaati, sivil toplum örgütleri ile görüşmeler ve kilise ile yakın çevresinde doğrudan mekansal tespitler yapılmıştır. Yapılan araştırma ve gözlemler neticesinde kilisenin, Balat sahilinde bulunduğu dokudan koparılmış, yapılan yanlış altyapı çalışmaları ve yaşanan toplumsal olaylar nedeni ile heykelleşmiş bir anıtsal - turistik yapı haline geldiği ortaya konmuştur. Geçmişte cemaatiyle ve bulunduğu bölgeyle kurmuş olduğu ilişkileri bugün oldukça zayıftır. Yapılan altyapı çalışmaları kilisenin kara-deniz bağlantısı, sokak bağlantısı gibi fiziksel bağlantılarını kesintiye uğratmıştır. Tezin son bölümünde, kentsel korumanın yalnızca yapısal ölçekte değil, yapıların içinde bulunduğu kentsel bağlam içinde değerlendirilmesi gerektiği ve özgün kentsel dokuların bütüncül olarak koruma altına alınması gerektiği sonucuna varılmıştır.
ABSTRACT: Historical Peninsula of Istanbul has a very important place in terms of urban history. This area has been the capital of many states, embodied numerous cultures, and has a rich heritage. Balat Neighborhood, on the other hand, was a port district on the shores of the Golden Horn thanks to its location. The neighborhood has hosted various cultures, as a result of which there are many monuments in the region. These structures express a meaning intertwined only with the context in where they are located. However, due to the urban, political and socio-economic developments experienced throughout history, there have been radical spatial transformations in the region. Although some of the interventions were made in the name of "preserving" the region, they remained only in the scale of reviving the monumental structures. The aim of this thesis is to record the transformations of the Sveti Stefan Church and its immediate environment in the Balat District, and to obtain inferences about the current urban conservation and renewal practices. Within the scope of the research, the literature on the subject was reviewed; in-depth interviews with local people, church community, nongovernmental organizations and direct spatial determinations of the church and its immediate surroundings were made. As a result of the research and observations, it has been revealed that the church has been torn from the fabric on the Balat coast and turned into a sculptured touristic structure due to the wrong urban infrastructural interventions and social events. The connections it previously had with its community and the outlying areas are now severely weak. The church's physical links, such as the street connection and land-sea linkage, have been disrupted by infrastructure improvements. In the last part of the thesis, it is concluded that urban conservation should be evaluated not only at the structural scale but also within the urban context in which the buildings are located, and that the original urban textures should be taken under protection as a whole.
