Özet
ÖZET: Kentlerin sayısı ve yoğunluğu her geçen gün artıyor. Bu durum, kentin doğasında olan sayısız sorunu beraberinde getirmektedir. Temel bir insan hakkı olan güvenlik, kentlerin ve vatandaşlarının karşılaştığı en önemli sorunlardan biridir. Tez kapsamında, ilk olarak kentsel mekanın ne olduğunu ve nasıl üretildiğini kavramsallaştırarak, suç ve mekan arasındaki ilişkinin nasıl oluştuğunu ve tezahür ettiği incelenmiştir. Henri Lefebvre'nin mekanın üretimi kavramını ise kentsel alanların yapısını tartışmak için kullanılmıştır. Bunu, suçun mekansal üretimini anlamak için çevresel kriminolojik teorilerinin, Oscar Newman tarafından geliştirilen savunulabilir alan ve CPTED yaklaşımının incelenmesi izlemektedir. Ayrıca tezin devamında özellikle kent hakkı ile ilgili olarak, bir hak olarak güvenliğin ayrıntılı bir tartışması sunulmuştur. Bu hak temelli bir perspektiften suç ve mekan yoluyla kentteki güvenliği anlama yöntemimi tamamlamıştır. Güvenliğin hak temelli ve tasarım yoluyla oluşturulmasına dair çeşitli iyi uygulama örneklerini, uluslararası örgütler ve kentler tarafından kullanılan stratejilerin tartışılması daha sonra takip etmiştir. Böylelikle güvenli kentlere ulaşılırken güvenli kent hakkının önemi vurgulanarak, çok-paydaşlı ve çok boyutlu bir suç önleme mekanizmasının gerekliliği mekânsal ve çevresel tasarımla sunulmuştur.
ABSTRACT: The number of cities as well as their density is increasing daily. This development brings about numerous problems which are inherent to the city. Safety, as a fundamental human right, is one of the most important problems cities and their citizens face. Within the scope of the thesis, by conceptualizing what urban space is and how it is produced, it is examined how the relationship between crime and space forms and manifests. Henri Lefebvre's concept of the production of space is used to discuss the structure of urban spaces. This is followed by an examination of the environmental criminological theories, the concept of defensible space, and the CPTED approach developed by Oscar Newman, all in order to understand the spatial production of crime. Further, detailed discussion of safety as a right, especially in relation to the right to the city of, was presented. This completes my method of understating safety in the city through crime and space from a rights-based perspective. A discussion of various examples of good practices in creating safety through rights-based and design approach, was then followed by as well as discussion of strategies used by non-governmental organizations and cities in this regard. Thus, by emphasizing the importance of the right to safe cities while reaching safe cities, the necessity of a multi-stakeholder and multi-dimensional crime prevention mechanism were presented through spatial and environmental design.
