Post-COVID live music industry and the new labour practices in Türkiye and Eastern Europe: A research on the 'Team culture and human resources management'

Abstract

Bu tezin amacı, küresel salgın Covid-19'dan bu yana Türkiye'de yerleşik yaratıcı endüstrilerdeki, özellikle de canlı müzik endüstrisindeki emek süreçlerindeki değişim ve dönüşümleri analiz etmektir. Çalışmanın kapsamı, Türkiye canlı müzik sektörü ve kültür emekçileri ile sınırlandırılmıştır. Türkiye ve altı Avrupa ülkesinden (Sırbistan, Polonya, Çekya, Hırvatistan, Romanya ve Macaristan) toplam onbir görüşmeciyle yapılan karşılaştırmalı araştırma, global düzeydeki ve beklenmedik krizden çok etkilenen çalışma pratikleriyle ilgili daha geniş bir bakış açısı sunmayı hedeflemektedir. Tez, kültür emekçilerinin küresel krizden ne ölçüde etkilendiğini ve kültür politikaları ile özel şirketlerin mevcut politika ve yönetim stratejilerinin krizi ne şekilde yönetmeye çalışabileceğini sorgulamaktadır. Emek süreci teorileri şu ana kadar mevcut durumu açıklamakta yetersiz kaldığından; bugün emek, işçiler ve Covid-19 salgını sonrası sosyal yaşam ve çalışma ortamı gibi meseleler için yeni modellemelere ihtiyaç duyuyor. Bu çalışmanın önemi, günümüzün kültür işçilerinin güvencesizliğini ve canlı müzik endüstrisinin yönetimsel ve operasyonel pratiklerini kavramaya yönelik olmasından ve sektör çalışanlarının geleceğini öngörmeye yönelik bir girişim olmasından kaynaklanmaktadır. Tezin metodolojisi üç temel yöntem içeriyor; literatür taraması, açık uçlu sorularla görüşme/anketler ve saha incelemesi. Tez çalışmaları kapsamında, canlı müzik organizasyon sektöründen onbir kişi içi açık uçlu sorular içeren görüşmeler gerçekleştirildi. Görüşmecilerin dördü Türkiye'de, yedisi ise Sırbistan, Hırvatistan, Macaristan, Polonya, Romanya ve Çekya'da yerleşik canlı müzik endüstrisi çalışanları. Görüşülen onbir kişinin yedisi kadın. Bir görüşmeci hariç, diğer tüm görüşmeciler Covid 19 salgını sırasında aktif kültür çalışanları idi. The scope of the work is limited with the live music industry and the cultural workers, especially in Türkiye. The comparative research which is done with Türkiye and six Eastern Europe countries (Serbia, Poland, Czechia, Croatia, Romania and Hungary), with eleven interviewees, will present a much broader insight of the labour practices all around the globe, which was very much affected by the global crisis. The dissertation asks to what extend the cultural workers have been affected by the global crisis and in what ways cultural policies and the private companies' existing policies and administrational strategies could try to manage the crisis. Labour process theories until now are inadequate to explain the current situation, therefore, today it is a need to establish new radical models in terms of labour, workers and the post-pandemic social and working environment. The significance of this study is that it is an attempt to comprehend today's cultural workers' precarity and the live-music industry's managerial and operational practices, and an attempt to foresee what lies in the future of this industry and its workers. The thesis includes three main methods; literature review, interviews with open-ended questions, questionaries and field investigation. Interviews were made with eleven people from the live music industry. Four of them are from Türkiye and seven of them are from from live music organization companies, based in Serbia, Croatia, Hungary, Poland, Romania and Czechia. Seven out of eleven interviewees were women. They were both cultural workers while Covid-19 pandemic happened, except one.
