Abstract
ÖZET: 6360 sayılı Kanun, yerel yönetimlerin güçlendirilmesi ve yerel demokrasinin sağlanması ilkelerine vurgu yapmak suretiyle birçok yeni düzenleme öngörmektedir. Küreselleşme vurgusu ve vatandaş odaklılık bu ilkelerin merkezinde olacaktır. Bu ilkelerin hayata geçirilmesi adına getirilen büyükşehir merkezli yeni yapılanmanın ise uygulamada, yerel demokrasinin gerçekleşmesinden çok, merkezin yerel yönetimler üzerindeki idari vesayetinin artmasına, vatandaş odaklı kamu hizmetlerinin kar getiren hizmetlere dönüşmesine neden olabileceğini söyleyebiliriz.
ABSTRACT: Law No.6360 introduces many new provisions referring to the principles like empowerment of local self-government authorities and local democracy. Emphasis on globalization and citizen-oriented policies are supposed to be at the center of those principles. However, metropolitan municipality-based new administrative local organization is possible to serve for the increase of administrative tutelage/tutelle administrative of central government over local authorities and transformation of citizen-focused public services to profit-generating ones more than realisation of local democracy.
