Power relations in children park and playgrounds as a public space

Abstract

ABSTRACT: In this study, the concept of power in a public space is examined. Children's parks and playgrounds as public spaces are studied together in terms of the concept of power. Emphasized are that parks and playgrounds are an indispensable part of urban life and the purposse for which these spaces are included in city life. The idea that power is ubiquitous draws the general framework of the study and makes these spaces eligible to assess in terms of power. In the study, the idea that parks and playgrounds are unexpected places of power is considered through the limits of the body and the limits of space. Approaches to childhood have been explained in historical terms and the definition of childhood have been opened to discussion. The hierarchical relationship, which has been overlooked, especially in playgrounds, is addressed through playgrounds and through the concepts of surveillance and supervision in parks. It has been argued that the way power is incorporated to urban life for reasons of security allows us to consider parks as a 'watch' place. Consequently, the physical and spatial ways of surveillance and control are problematized.ÖZET: Bu çalışmada iktidar kavramı kamusal bir mekân içerisinde incelenmektedir. Çocuk park ve oyun alanları birer kamusal mekân olarak iktidar kavramı ile birlikte ele alınmıştır. Park ve oyun alanlarının kent yaşamının vazgeçilmez birer parçası olduğuna ve bu mekânların kent yaşamına hangi amaçla dâhil edildiklerine vurgu yapılmıştır. İktidarın her yerde olduğu fikri tezin genel çerçevesini çizer ve bu mekânları iktidar üzerinden incelemeye elverişli kılar. Çalışmada park ve oyun alanlarının beklenmeyen iktidar mekânları oldukları fikri hem bedenin sınırları hem mekânın sınırları üzerinden görülmeye çalışılmıştır. Çocukluğa ilişkin yaklaşımlar tarihsel süreç içerisinde açıklanmış, çocukluğun tanımı tartışmaya açılmıştır. Özellikle çocuk parkları içerisinde gözden kaçan hiyerarşik ilişkiye, oyun alanları ve yine parklardaki gözetim ve denetim kavramları üzerinden değinilmiştir. İktidarın güvenlik gerekçesi ile kent yaşamına dâhil olma biçiminin, parkları birer ‘gözetleme’ mekânı olarak ele almamıza imkân tanıdığı savunulmuştur. Sonuç olarak gözetim ve denetimin bedensel ve mekânsal çıkış yolları sorunsallaştırılmıştır.
