THE ACCOUNTING AND TAX AUDITING OF DISCOUNTING TRANSACTIONS

Abstract

According to the Tax Procedural Law, Article 281 and 285; notes receivable and notes payable are allowed to be discounted to their present value of the date of valuation. In terms of tax legislation, the difference of nominal value and present value of notes is called the discounting amount. The rate of interest indicated on the notes shall be used for discounting transactions. If there is no interest rate indicated on the notes, the Turkish Republic Central Bank’s official discount rate shall be used as discount rate. Notes receivable and notes payable arising from non-operating activities and notes of accommodation are not allowed to be discounted. If notes receivable and notes payable from non-operating activities are discounted, they will have to be added to the taxable profit as non-deductible expenses pursuant to tax laws. In this study, transactions of discounting related to the receivables and payables are to be considered from the perspective of accounting and tax auditing.Vergi Usul Kanunu’nun 281 ve 285’inci maddelerine göre senetli alacaklar ve borçlar değerleme gününün kıymetine indirgenebilir. Vergi mevzuatı uyarınca senetlerin nominal değerleri ve net bugünkü değerleri arasındaki fark reeskont tutarı olarak adlandırılmaktadır. Senette faiz nispeti açıklanmış ise reeskont işlemlerinde bu nispet kullanılır. Senette faiz nispeti açıklanmamışsa T.C. Merkez Bankası’nın resmi iskonto haddi uygulanır. Ticari faaliyetlerden kaynaklanmayan alacak ve borç senetleri ile hatır senetleri için reeskont hesaplanamaz. Şayet senetsiz alacak ve borçlar için reeskont hesaplanmış ise vergi mevzuatı uyarınca bu tutarların kanunen kabul edilmeyen gider olarak matraha ilave edilmesi gerekir. Bu çalışmada alacaklar ve borçlara dair reeskont işlemleri muhasebe ve vergisel denetim perspektifinden ele alınmaktadır.
