İmroz'da "Türkleştirme" politikaları kapsamında kurulan iskân köyleri ile birlikte uygulanan devlet politikaları: değişen sosyo-ekonomik ve kültürel yapı

Abstract

Cumhuriyet tarihi boyunca uygulanan politikalardan biri olarak kabul edilen iskân uygulamaları etkisini İmroz’da da göstermiştir. Adanın ilk sahipleri olan Rum Ortodoks cemaatine mensup İmrozlular, Cumhuriyet’in kurulması itibarıyla etnik ve dini kimlikler üzerinde etkisini artıran ulus-devlet inşa siyasetinin mağdur aktörleridir. Lozan Antlaşması’yla birlikte temel haklarını garanti altına alan; ancak hayata tam anlamıyla geçirilemeyen azınlık rejimi ve İmrozluların mekân üzerinden kurguladıkları “yerel kimlikleri” iskân siyasetinin hedefi olmuştur. Bu çalışmada, Cumhuriyet Dönemi göç tarihi sınıflandırmalarında, resmî otoritenin zor kullanarak yürüttüğü iskân siyasetinin, Türkiye Devleti Hükümeti yönetimi altında yaşayan; etnik, dini ve dil bakımından azınlık gruplar üzerindeki etki gücünün nedenleri ve sonuçları İmroz örneğiyle ortaya konulmuştur. Adadaki Rum Ortodoks nüfus egemenliğindeki toplumsal dokunun değiştirilmesi amacıyla devletin iskân politikaları kapsamında adanın mevcut coğrafi, ekonomik ve sosyo-kültürel ortamına farklı yerlerden gelen göçmenler yerleştirilmiştir. Söz konusu göçmenlerin büyük bir kısmı aynı zamanda Anadolu’daki kalkındırma projeleri ile yerlerinden edilmiş kişilerdir. Hükümet politikaları kapsamında adaya iskân edilen göçmenler arasındaki tek ortak payda ise Müslüman kimlikleridir. Bu bağlamda, adaya yerleştirilen göçmenlerin sahip oldukları farklı yaşam biçimleriyle, adadaki gündelik yaşam pratiklerine ve üretim şekillerine uyum sağlamaya çalışırken vermiş oldukları “hayatta kalma mücadeleleri”nin, adanın ekonomik, sosyo-kültürel, demografik yapısını ve ayrıca mimari dokusunu bilinçli ya da bilinçsiz nasıl değiştirdiklerinin üzerinde durmak bu çalışmanın temel hedefidir. Buna ek olarak, İmroz adasında yaşanan değişimin Türkleştirme politikalarının bir sonucu olarak hem yerli İmroz halkını hem de kalkındırma projeleriyle devletin yaşam alanlarını yok ettiği grupları karşılıklı olarak irdelemek ve iki grup arasında ilişki kurmak gerekir. Cumhuriyet tarihi boyunca merkezi otoritenin süregelen politikalarını, hem İmrozlu Rumlar hem de Anadolu coğrafyasından adaya iskân edilen göçmenler açısından anlamlandırmak, önem taşımaktadır.The settlement policy, which is accepted as one of the policies of political power throughout the history of the Republic, has shown its effect in Imbros. The Imbrosians, the first owners of the island, as the members of the Greek Orthodox community, are the victims of the nation-state building policy through which the influence on ethnic and religious identities were increased. The minority regime, which guaranteed the fundamental rights of the minorities with the Lausanne Treaty but could not be implemented sufficiently, and “local identities” that were built by the Imbros people had been the targets of the settlement policies. In this context, the influences, as well as the reasons, of the settlement policy, which was conducted by the state authorities as a “use of force” according to the history of migration classifications, on ethnically, religiously, and linguistically minorities living under the governance of the Republic of Turkey have disclosed itself in the Imbros case. As a part of state’s settlement policies to change Greek Orthodox fabric of the island, immigrants from various backgrounds were settled in the existing geographical, economical and socio-cultural environment of the island. Most of the related migrants were at the same time those who were displaced from the Anatolia due to development projects there. The only common denominator among the migrants settled in the island within the scope of government policies is their Muslim identity. In this context, the main objective of this study is to focus on how the migrants settled in the island with their various ways of life, either consciously or unconsciously, have changed the economic, socio-cultural, demographic and also architectural fabric of the island as a result of their “survival struggle” in trying to adopt to the practices of everyday life and production processes in the island. In addition to that, accepted as a part of Turkification policies that affected Imbros, it is necessary to respectively examine both the local Imbros people and the groups whose living spaces had been destroyed by the development projects of the state, and it is necessary to establish the relationship between these two groups. It is important to interpret the policies of the central authority throughout the history of the Republic in terms of both the Imbrosian Greeks and the migrants from the Anatolia who settled in the island.
