The impact of streaming platforms on independent film production in Türkiye: Experience of independent producers

Abstract

Bu yüksek lisans tezi, 2018 yılından itibaren Türkiye'nin sinema, eğlence ve yayıncılık endüstrisine giriş yapan streaming platformlarının, Türkiye bağımsız sinemasındaki yapımcılık rolünün yapı ve deneyimine etkisini, Türkiye'deki bağımsız yapımcıların sektörel görüşlerine odaklanarak incelemektedir. Bu çalışma, öncelikle küresel ölçekte yapımcılığın ne anlama geldiğini, yapımcılığın film üretimindeki sorumluluk ve görevlerini araştırmaktadır. Ayrıca, Türkiye'de bağımsız sinemada yapımcılık deneyimlerinin tarihsel sürecini ele almakta, 1991 yılından bu yana devlet desteğiyle yapılan filmler için kültür politikalarını incelemekte ve streaming platformların devreye girmesiyle yapımcılık modeli ve pratiğindeki gelişim ve dönüşümleri değerlendirmektedir. Araştırma, Türkiye'de sinema yapımcılığında sürdürülebilirliğe etki eden eksiklikleri, olası yeni çalışma modelleri ve alternatif pratiklere dair bir bakış açısı sunmayı amaçlamaktadır. Farklı kuşaklardan yapımcılarla gerçekleştirilen derinlemesine mülakatların çıktıları ve her bir yapımcının sektörel deneyimleri, birikimleri ile; streaming platformlar ve bağımsız sinema film yapım deneyimleri ele alınmaktadır. Ayrıca, yapımlar arasındaki farklılıklar, Türkiye'deki sinema kanunu ve kültür politikası konularına odaklanmaktadır. Sonuç olarak, Türkiye Bağımsız Sineması sahnesinde global streaming platformlarının endüstriye girmesini referans alarak, günümüze kadar olan film yapım deneyimlerindeki değişimler, eksiklikleri, gelişim ve dönüşümler gözlemlenerek; streaming platformlarının endüstriye girmesi ile Türkiye'de bağımsız film yapımına olan etki ve katkısı incelenmektedir.This master's thesis explores the impact of streaming platforms, which entered Türkiye's film, entertainment, and broadcasting industry in 2018, on the structure and experience of production roles in Turkish independent cinema, with a focus on the sectoral insight from Independent Producers. The study begins by examining the global definition of Producer, investigating their responsibilities and duties involved in the film production. It also delves into the historical trajectory of the independent film background in Türkiye, analysing cultural policies for state-supported films since 1991. Furthermore, the thesis examines the development and transformation of production models and practices during the era of streaming platforms in Türkiye's independent cinema. The research aims to identify the deficiencies affecting sustainability in film production in Türkiye and to propose potential new working models and alternative practices. The third section consists of in-depth interviews with seven producers from different generations, focusing on their diverse industry experiences, knowledge, and independent film production experiences with streaming platforms. These interviews also address differences between productions, the Turkish cinema law, and cultural policies. Ultimately, the thesis seeks to answer how the advent of global streaming platforms has impacted and contributed to independent film production in Türkiye by observing the changes, deficiencies, developments, and transformations in contemporary film production practices.
