Over-financialization in the 21st century and securitization of the risk: FED's monetary policy after the 2008 Crisis

Abstract

Neoliberalizmin yükselişi ile başlayan deregülasyon süreci ekonomik alanda fazlasıyla özgür bir ortam yarattı. Bu özgür ortamın birçok anlamda pozitif etkisi olmuş olsa da global ekonomiyi oldukça kırılgan bir hale getirdi. Bu süreçte Dünya, birçok ekonomik ve finansal krize şahit oldu. Özellikle ABD ekonomisi için tüm bu yaşananlar daha gevşek bir para politikası için zemin hazırladı. Uzun süren gevşek para politikası ortamı, spesifik olarak konut kredileri olmak üzere kredi talebini patlattı. Düşük faiz ortamında faiz gelirlerinden tatmin olamayan finansal kuruluşlar, konut kredilerinin menkul kıymetleştirilmesi üzerinden türev işlemlerine hız verdi. Oldukça karlı olduğu keşfedilen bu yöntemler, finansal kuruluşların kredi verme istekliliğini eşi benzeri görülmemiş seviyelere yükseltti. Bunun sonucunda kredi sistemine subprime denilen yeni bir kesim dahil edildi. Ve kredilerini asla ödeyemeyecek bu kesime verilen krediler ve buna dayalı gerçekleştirilen türev işlemler, finansal sistemi darmadağın edecek ve etkileri halen devam eden 2008 Küresel Finansal Krizine yol açtı. Bu çalışma 2008 krizinin sebeplerini kriz sırasında yaşananları ve sonrasını detaylı olarak incelemektedir. Spesifik olarak ise FED'in kriz sonrası uygulamış olduğu para politikası tüm ayrıntılarıyla, grafik ve tablolarla desteklenerek ele alınmıştır. Bu çalışmanın metodolojisi hikayeleştirilmiş bir süreç analizi ve yorumlanması kapsamında oluşturulmuş olup, çeşitli literatür kaynakları, Federal Açık Piyasa Komitesi'nin açıklamaları ve çalışma kapsamında kullanılan verilerin analizi ve yorumlanmasına dayanmaktadır.The deregulation process, which started with the rise of neoliberalism, created an extremely free environment in the economic field. Although this free environment has had a positive effect in many ways, it has made the global economy quite fragile. In this process, the World witnessed many economic and financial crises. All these events laid the groundwork for a looser monetary policy, especially for the US economy. The protracted loose monetary policy environment has exploded the demand for loans, specifically housing loans. Financial institutions, which were not satisfied with interest income in a low-interest environment, accelerated their derivative transactions through the securitization of housing loans. These methods which were highly profitable, have increased willingness of the financial institutions to lend at an unprecedented level. As a result, a new segment which is called subprime was incorporated into the credit system. Besides the loans given to this segment which will never be able to repay their debts and the derivative transactions based on these loans, led to the 2008 Global Financial Crisis, which would collapse the financial system and whose effects are still ongoing. During this period, many investment banks went bankrupt. The inadequacy of traditional policies to tackle the crisis obliged the FED to take further measures. Asset purchase programs, called Quantitative Easing, which were implemented very aggressively, increased the FED's balance sheet to unprecedented levels. Trying to find the right time to shrink its balance sheet, the FED faced a pandemic that would deeply affect the World economy when it decided to do so. And FED had to grow its balance sheet even more aggressively. When we come to today, it has been decided that the right time has come and the step of reducing the balance sheet has been officially announced. This study examines the causes of the 2008 crisis in detail and what happened during and after the crisis. Specifically, the monetary policy implemented by the FED after the crisis was discussed in all its details, supported by graphics and tables. The methodology of this study was created within the scope of narrative process analysis and is based on the analysis and interpretation of various literature sources, the statements of the Federal Open Market Committee, and the data used in the study.
