Öğe THE CHANGING ROLE OF TURKEY'S MILITARY IN FOREIGN POLICY MAKING(Univ Complutense Madrid, Servicio Publicaciones, 2010) Ozcan, GencerChanging domestic power configurations following the EU Helsinki Summit in 1999 and increasing US influence in Iraq after 2002 created distinct political circumstances in which the military in Turkey had to relinquish its grip on foreign policy-making process. The harmonization process with the EU deprived the military of its most influential bureaucratic instruments to exert influence over the formulation of foreign policy decisions, and removed one of the main obstacles that prevented governments from exercising full authority in making foreign policy decisions. Furthermore, the invasion of Iraq caused a chain of reactions that eventually limited the military's influential position in Turkish foreign affairs. This article tries to shed light on the combined impact of the EU reforms and the invasion of Iraq in restricting military influence on foreign policy-making in Turkey.Öğe The JDP's Changing Discursive Strategies towards Israel: Rhetoric vs. Reality(Uluslararasi Iliskiler Konseyi Dernegi, 2018) Ozcan, GencerJustice and Development Party [JDP] governments' policies towards Israel were informed by the priorities that the party's power strategies entailed. In a stark contrast to the friendly policies in its first term in power, the JDP began to employ different discursive strategies based on an anti-Israeli rhetoric since 2009. Geared to bolster the party's prestige at home and abroad, the new rhetoric seemed to have addressed to the changing priorities of the party leadership. However, the new strategies led to the emergence of a widening gap between the anti-Israeli rhetoric and subtle efforts that the JDP paid to maintain its relations with Israel.
