New Poverty as a fact created by this process, is a chronic, impassable form of poverty which is transferred from one generation to other. The main discussion of the study is about the connection between seasonal agricultural child workers and the concept of New Poverty. Seasonal mobile agricultural works are the work fields exist for centuries. However, in prior years seasonal agricultural works which were just an additional income for binders who had their own farms became only mean of subsistence because of both cynical conditions grew out of industrialization period, neoliberal policies applied beginning from 1990s and effects of local factors. In this process of transformation, the migration that was seasonal before was transformed a lifelong migration. Children are foremost affected with this issue of fact, because either they have no chance for schooling or they have to stop education and lose all their hope for the future in the course of lifelong migration. These children are the New Poor who will transfer this life model to the next generations.
