| dc.description.abstract | This chapter chronologically examines the development of civil society and non-discrimination by looking at the interactions between domestic and international politics in Turkey. The chapter argues that a civil society approach to non-discrimination complementing a universalistic rights perspective and equality is vital to fostering democracy and pluralism in Turkey. It first reviews state-civil society relationships and demonstrates a selective understanding of rights and civic activism before the 1980s. It then focuses on the significant political developments in the 1980s and the emergence of the principle of non-discrimination in civil society. The chapter then analyzes the proliferation of civil society organizations, the articulation of non-discrimination by different segments of civil society, and the role of international politics in the 1990s. The chapter, finally, elaborates on developments and tensions in the 2000s. Turkey engaged in the transfer of antidiscrimination policy in the 2000s as a part of the EU accession process. CSOs have not only combated discrimination and kept the principle of non-discrimination on the political agenda but also played a critical role in the deliberation processes on the non-discrimination law in Turkey.
