Kurumsallaşma perspektifinden kadın kolları: AKP ve CHP örneği

Bu tez, Türkiye'deki siyasi partilerin Kadın Kollarının kurumsallaşma düzeylerini üzerinden kadınların siyasete katılım ve temsil süreçlerini incelemektedir. Çalışmada Adalet ve Kalkınma Partisi ile Cumhuriyet Halk Partisi genel merkez Kadın Kolları yapısı ve çalışmaları karşılaştırmalı olarak değerlendirilmiştir. Teori, siyasi partilerde kurumsallaşma ve cinsiyet ile ilişkilendirilmesi üzerine inşa edilmiştir. Siyasi partilerin genel merkezlerin Kadın Kolları faaliyet dökümanları, Kadın Kolları yönetmelikleri, siyasi ve bürokrasi alanlarında kadınların geçmişindeki Kadın Kolları varlığının incelenmesi yapılmıştır. Analizler, kadın kollarının her iki partide de düzeyleri farklılık göstermekle beraber toplumsal cinsiyet normlarının yeniden üretiminde rol oynadığını ancak siyasi partilerin kültür ve toplum odağında inşa edilen kurumsallıklarının kadın kolları yapısı ve faaliyetlerine etki etmesi sebebiyle ayrışma noktalarının olduğu görülmektedir. Bu tez, Kadın Kollarının siyasi partiler içinde sembolik değil etkili ve aktif temsil olabilmesi için daha kapsayıcı ve eşitlikçi mekanizmaların geliştirilmesi ve gerekirse bu temsiliyet için Kadın Kolları yapısının pasifize edilerek kadının sınırlayıcı yapıdan sıyrılması gerektiğini savunmaktadır.

This thesis examines the processes of women's participation and representation in politics through the institutionalization levels of the Women's Branches of political parties in Türkiye. This study provides a comparative analysis of the structure and activities of the Women's Branches at the headquarters of the Justice and Development Party and the Republican People's Party. The theory is built on the relationship between institutionalization and gender in political parties. The activity documents of the Women's Branches at the headquarters of political parties, their bylaws, and the historical presence of women's branches in political and bureaucratic settings were examined. The analysis demonstrates that, while the levels of women's branches vary within both parties, they play a role in the reproduction of gender norms. However, there are points of divergence due to the impact of the institutionalization of political parties, which is built around culture and society, on the structure and activities of their branches. This thesis argues that more inclusive and egalitarian mechanisms should be developed in order for the Women's Branches to be effective and active representation within political parties rather than merely symbolic, and if necessary, the Women's Branch structure should be pacified and women should be freed from the restrictive structure for this representation.
