September 11: Early thoughts on the imbrication of security, ICT, and international relations

Abstract

This paper provides more questions than answers and, for that matter, more questions than data. It is the hope of the author that this paper and other recent ones on the overlap of international relations, security, and informatics will stimulate other research that generates empirical data and thereby answer some of the important questions posed. © 2003 Koninklijke Brill NV, Leiden.
