    Assessment of monetary policy ınstruments of an emerging market economy under financial constraints

    ABSTRACT: Emerging market economies, often small open economies, are subject to shocks from foreign developments. In response to these developments, they may use the typical monetary and fiscal policies, and increasingly they also employ macroprudential policies. In this study, we first start with building a model of an emerging market economy with Banks and foreign borrowing, and calibrate this model to the Turkish economy in the last two decades. We incorporate shocks to foreign interest rates, foreign demand for local goods, total factor of production, domestic demand, and labor supply. Then, we investigated the effects of these monetary and macroprudential policies in response to shocks, and analyzed them using the Turkish economy. Macroprudential policies have been employed in Türkiye starting from early 2010’s and are increasingly in use as of 2022. On the other hand, we observe that the way they are used, often as a response rather than precautionary, can lead to unintended consequences. We also analyze the COVID19 episode using these monetary and macroprudential policies. Looking at the shocks to the economy, both serially and simultaneously, we analyzed the combined effect of these shocks and effectiveness of the policies to counter them.

    Political economy of Turkey's external imbalances

    ABSTRACT: Turkey’s post-WW2 economic history consists of repeated periods, in which the current account deficit played a key role in triggering economic calamities. This study primarily aims to demonstrate the aforesaid recurring pattern in Turkey’s post-WW2 history. Secondly, this dissertation aims to address why Turkey fell short of engaging in a well-designed, and comprehensive export-oriented industrialization policy scheme to break the recurring curse. This dissertation takes a holistic approach to examine the economic and non-economic underpinnings of Turkey's enduring external imbalances. It argues that confrontation with external imbalances requires a commitment to export promotion and that the road to export promotion passes through industrialization. This study suggests that Turkey's failure to tackle external imbalances rests upon the lack of political will to pursue the ELG policy framework that happens to be costly for office-seeking politicians in the short run.

    Turkish accession and defining the boundaries of nationalism and supranationalism: Discourses in the European commission

    The European Union in general and the European Commission in particular are characterised by supranational governance. The enlargement policy gives the Commission the opportunity to export and promote supranational norms and define the boundaries of Europe as a supranational polity through the conditionality of membership and intensive contact with the candidate countries. This article analyses the discourses of the Commission on Turkey and gives us insights into how well Turkey fits the supranational model in the eyes of Commission officials. It demonstrates how the boundaries of supranationalism are set and even challenged by the prospects of Turkey's accession. © 2011 Taylor & Francis.
